Combat Tutorial is a modest value spell: 3 mana for two cards plus a small creature pump. Its main strength is flexible tempo in blue decks that want to smooth draws while advancing a board, especially when you already have an evasive or scalable creature to grow. The +1/+1 counter is minor, but it can matter with counter synergies, modify payoffs, or creatures that care about getting bigger over time.
Best use cases are slower blue decks, +1/+1 counter shells, and decks that want card draw attached to a board-relevant effect. It pairs well with creatures that snowball from counters, proliferate effects, and cards that benefit from targeting or from going wide with a single upgraded threat. The card is strongest when the draw is useful immediately and the counter helps convert card advantage into pressure.
