Rooftop Storm is a powerful build-around for Zombie tribal decks, especially in Commander. Its biggest strength is turning all Zombie creature spells into free casts, which lets you flood the board, chain multiple Zombies in one turn, and recover quickly after sweepers. It’s best in decks with a high Zombie count and lots of mana sinks or ETB effects.
It gets much stronger with Zombies that generate value on entry or death, like Diregraf Captain, Plague Belcher, Gray Merchant-style drain effects, and cards that recur Zombies from graveyard or hand. It also pairs well with graveyard-matters pieces, token producers, and sacrifice outlets, since free casts let you keep feeding those engines.
Key mechanics it supports are tribal density, spell chaining, ETB abuse, sacrifice loops, and recursion. The main deck-building tip is to run enough Zombies to make it reliable; outside of heavy Zombie tribal, it’s usually too narrow.
