Whenever one or more creatures an opponent controls deal combat damage to you, that opponent gets a poison counter.
Whenever a player attacks, if one or more players being attacked are poisoned, the attacking player draws a card.
Mox strategy
Norn’s Decree is a strong multiplayer deterrent and political pressure piece. Its best use is in decks that want to punish combat, especially pillow-fort or control shells that can discourage attacks while slowly spreading poison.
It shines when paired with other poison sources or incidental poison delivery, since the attack-triggered card draw only turns on if any attacked player is poisoned. That makes it especially good in dedicated poison/infect/proliferate builds, or alongside cards that give poison counters with little effort.
Key strengths are:
It taxes aggressive combat without needing to block.
It can rapidly turn the table against the player who hits you.
It creates a unique draw engine for opponents, which can be either a liability or a political tool.
Best use cases:
Commander decks that can protect themselves and benefit from long games.

Main caution:
It does nothing if opponents avoid damaging you in combat, and the card-draw clause can help enemy attackers if you enable poisoned players too broadly.
