Oracle text
At the beginning of your upkeep, put a filibuster counter on this creature. Then if this creature has five or more filibuster counters on it, you win the game.
Whenever a source deals damage to you, remove a filibuster counter from this creature.
Mox strategy
Azor’s Elocutors is a slow but real alternate-win threat, best in defensive control or pillowfort shells that can protect your life total for several turns. Its 3/5 body blocks well, and if left alone it can win on upkeep without ever attacking.
It gets much stronger with damage prevention, fog effects, blockers, ghostly-prison-style taxes, and effects that keep opponents from pinging you, since any damage removes a filibuster counter. It also pairs well with hexproof/ward-style protection, lifegain, and cards that punish combat to make your opponents struggle to connect.
Best use cases: stall the board, force opponents to overextend, then let Elocutors quietly win the game while you defend it. In faster metas, it’s fragile and often too slow unless your deck is built to fully protect it.
